This allows a pre-existing TG 0.19+ project to autoplan if no when_modified is set

4e8d19be0a Convert AZDO paths to relative 
Previously the AZDO paths returned by GetModifiedFiles were absolute.
Now they're relative to the repo root to match the rest of the VCS's.

112afe9579 Allow absolute project dirs 
Previously, we wouldn't modify the config
    project: /a/b/c
and would use the absolute directory.

Now we prepend ./ and then run Clean() to ensure that every project dir
is relative.

27c13036a0 Fix WriteGitCreds for BitBucket 
The default BitbucketBaseURL value if not set by the user is
"https://api.bitbucket.org" which does not actually work with git.

153ac96510 Fix bug when redefining default workflow 
Previously, given the config:
  workflows:
    default:
      ...

We wouldn't actually use the redefined default workfow in our always
existing first repo config. This would mean that the redefined default
was never used unless users explicitly set workflow: default in the
repos array.
