* Migrate dgrijalva/jwt-go to golang-jwt/jwt/v4
dgrijalva's jwt is no longer maintained. The golang-jwt says it is a
drop in replacement for v4. This also fixes CVE-2020-26160 which
possibly won't be fixed in dgrijalva's version.
* Update occurrences of bradleyfalzon/ghinstallation to v2
v2.0.3 pulls in golang-jwt/jwt over the now unmaintained
dgrijalva/jwt-go.

For repos with certain merge methods disabled (such as 'merge'), simply
hitting the GitHub `/merge` endpoint is not sufficient. Instead, we need
to check which methods are actually available, then use the appropriate
method.
With this change it will:
1. Default to 'merge' if enabled
2. Use 'rebase' if 'merge' is disabled and rebase is enabled
3. Use 'squash' if 'merge' is disabled
- Need to use the mergeable_state field in GitHub to know if a pull
request is mergeable.
- Add tests.
- Since we updated our vendored go-github library, fix how we were
creating webhooks in testdrive.
When the lock is discarded from the Atlantis UI, comment back on pull
request so users know the lock was discarded.
- Adds the BaseRepo field to the PullRequest model.
- This change is backwards compatible with previous installations where
the DB will have a Project model with a PullRequest without the BaseRepo
field.
Add Apache 2 license and Hootsuite copyright to all golang
files. Add a disclaimer that the files have been modified
hereafter by contributors to this repo in order to abide
by the Apache 2 license requirements.
